A high level committee of State Education ministers recommended that Class V and VIII examinations must be brought back. The committee which examined the controversial no-detention policy, also suggested introduction of a minimum ‘learning level’ in all classes, which a student has to meet. Under the Right to Education Act, no class test is allowed up to Class VIII. If the recommendations are accepted then the Centre will have to amend the RTE Act. The committee said that a learning level should be fixed for all the classes up to Class VIII, and if the student fails to meet it, his/her class promotion can be withheld. The student will be given a second chance after a month so that he/she can improve performance.
