Seats falling vacant at the end of counselling to engineering and management colleges affiliated to AICTE should not be treated as management quotas and instead should be alloted to students on waiting list; suggested by a government-appointed panel, strongly favoured by a single entrance test for all theses institutes. The report of All-India Council for Technical Education (AICTE) review committee, currently under review by the Human Resource Development (HRD) Ministry has recommended that the body should be converted in to a ‘constitutional apex authority’ to promote coordinated development of technical education in the country. Significantly, it has recommended a single test for engineering programmes and a common admission test for management courses which will be conducted by a single ‘national testing service’.
